A space is created where it lives and stays there. None of this can be changed afterwards — a space cannot be moved between regions, and re-declaring one addresses a different, empty space rather than the one you made.
A claim about the data, recorded on the space. It does not make a deployment compliant with anything; what it does is keep tagged bytes out of stores with no residency control, and let an account be asked which spaces hold what.
